1. Samuel Adams Utopias Boston Beer Company 25% Truly the epitome of brewing's two thousand year evolution, Samuel Adams Utopias offers a flavor not just unlike any other beer but unlike any other beverage in the world. Our 2003 batch topped out at a record breaking 25.6% ABV, beating the records that Samuel Adams® Triple Bock® and Samuel Adams® Millennium had set before it. And like those groundbreaking brews, Samuel Adams Utopias™ is not carbonated and should be served at room temperature.  In one of many examples where Samuel Adams Utopias™ pushed the boundaries of beer, it received the highest recommendation (96-100 points) from the prestigious Wine Enthusiast Magazine
2. 120 Minute IPA Dogfish Head Craft Brewery 21% Too extreme to be called beer? Brewed to a colossal 45-degree plato, boiled for a full 2 hours while being continuously hopped with high-alpha American hops, then dry-hopped daily in the fermenter for a month & aged for nother month on whole-leaf hops!!! Our 120 Minute I.P.A. is by far the biggest I.P.A. ever brewed! At 20% abv and 120 ibus you can see why we call this beer THE HOLY GRAIL for hopheads!
3. Short's Anniversary Short's Brewing Company 20% My first real example of being “crazy” really coming into play. The Start of this 4 part beer was initiated on March 20th 2006. This is hard to follow so stay with me. It began as a triple brewed, triple hopped, and triple boiled Imperial IPA. What I was trying to achieve was a super high gravity full batch of beer.
4. Sonoran 100 Sonoran Brewing Company 19.50% In early July, 2006 in commemoration of our 10th Anniversary, and the brewing of the 100th Batch of beer brewed at our new Pinnacle Peak brewery, Brewmaster Scott Yarosh wanted to do something different. The “Sonoran 100” is a naturally fermented Malt liqueur flavored with Honey and a hint of Maple. After the 9 week fermentation, we aged our “100” for several months before running the whole batch through our custom filter of toasted Maple and Oak wood chips. The result was a Bourbon-like brew that is best served in a small snifter or as a shot on the rocks for those that prefer it chilled. This 19.5 % ABV is the first brew in a continuing series of “Extreme Brews” the Sonoran Brewing Company has planed. Every 100 batches we will brew something wild! Keep an Eye out for It!
5. XXX Warlock Double Imperial Stout Bristol Brewing Company 18% A rich, rare treat. An epic labor of love that will change your notion of what beer can be. Aged for three years, its warm toffee notes and round mellow tone are purely stunning. Like candy for the soul.
6. Fort Dogfish Head Craft Brewery 18% It’s sour like a barley wine with a splash of Framboise. Dogfish Head produces Fort every December with “a ton of raspberries.” They claim it ages like wine but I think it’s just fine as it is.
7. World Wide Stout Dogfish Head Craft Brewery 18% Dark, rich, roasty and complex, World Wide Stout has more in common with a fine port than a can of cheap, mass-marketed beer. Brewed with a ridiculous amount of barley. Have one with (or as!) dessert tonight!
8. Mephistopheles' Stout Avery Brewing Company 16% Mephistopheles is the crafty shape shifter, the second fallen angel. Amazingly complex, coal black, velvety and liqueurish, this demon has a bouquet of vine-ripened grapes, anise and chocolate covered cherries with flavors of rum-soaked caramelized dark fruits and a double espresso finish. IBU's 107.
9. The Beast Grand Cru Avery Brewing Company     15.70% The Beast is a seducer - accomodating, complicated, powerful, dark and created to last the ages. With a deep burgundy color and aromas of honey, nutmeg, mandarin orange and pineapple, this massive and challenging brew has flavors akin to a beautiful Carribean rum. Dates, plums, raisins and molasses are dominant in a rich vinous texture. Cellarable for 10+ years.  
10. Olde School Barleywine Dogfish Head Craft Brewery 15%  Bold, yet smooth! Fermented with dates and figs, this bone-crusher has a completely unique flavor. This is a malt bomb balanced by huge hops.

I think you're missing a few here. For instance, Dogfish Head has one or two more beers that are at least 18% ABV Raison d'extra is one of them. Samuel Adams makes their triple bock, which is 17% ABV. There are a few more, but this is still a good list for people to realize how strong beers can really be.
